Usually yes. VA coverage and Medicare do not overlap cleanly — VA care is delivered at VA facilities and does not cover prescriptions filled outside the VA system. Many veterans carry both. Declining Part B or Part D to rely on VA coverage alone can also create permanent late enrolment penalties, so it is worth reviewing before you decide.

About three to four months before your birthday. Enrolling in the three months before your birthday month means coverage starts the first day of that month with no gap. There is also a separate six-month Medigap window that never reopens — that one catches people out.
